The Purpose and Role of MSP Programme Assurance / Interim PRINCE2 Project Assurance (PPM)
MSP Programme and PRINCE2 Project Board members heavily rely on the MSP Programme and PRINCE2 Project Manager to keep them updated on the Programme and Project progress against the plan. However the MSP or PRINCE2 Programme/Project Boards are ultimately accountable for ensuring their respective areas of interest i.e. business, supplier and customer needs are being met and standards adhered to.
The purpose of an Interim MSP Programme Assurance and/or PRINCE2 Project Assurance role is to enable the Programme and/or Project Board to be provided with independent assurance that the programme and/or project is being managed, controlled, progressed and conducted correctly. It enables the Programme/Project Board members to monitor all aspects of the programme and/or project performance and products independently of the MSP Programme Manager and/or the PRINCE2 Project Manager.
MSP and PRINCE2™ identifies the MSP Programme Assurance/PRINCE2 Project Assurance as part of the role of each Board member. In many cases the board members may not work full time on a programme and/or project and therefore carrying out assurance activities may be a little difficult. As a result the Programme and/or Project Board may delegate the assurance role to an individual to work on behalf of the Boards needs, those delegates must be independent of the Programme and Project Manager. It is important to note that not all responsibilities need to be delegated and some responsibilities may be shared between the board and the assurance role.
The Interim MSP Programme Assurance/PRINCE2 Project Assurance role is not used to undermine the Programme and/or Project Manager. It is however risky to assume that all standards are being adhered to and that the programme/project is correctly set-up from the outset. The Programme/Project Assurance role can aid the Board members to control the interest of their respective areas. It is an avenue which enables them to address those burning questions that keep popping up at the back of their head such as are things really going well? Is the solution going to meet our requirements? Will the intended benefits be met? Quality Assurance may have questions such as - 'is the programme/project adhering to our Quality Management Systems?', 'How is quality being measured?' Ultimately assurance allows the Board to ensure outcomes/outputs from the Programme and/or Project are consistent and continue to meet business needs whilst ensuring certain changes to the environment do not affect the validity of the Programme and/or Project.
General Responsibilities of MSP Programme Assurance / Interim PRINCE2 Project Assurance (PPM)
The general responsibilities of the MSP Programme/PRINCE2 Project Assurance role are as follows:
- Maintain thorough liaison throughout the MSP programme/PRINCE2 project between the supplier and customer.
- Ensure user needs and expectations are being met or managed.
- Check risks are being controlled.
- Monitor adherence to business case.
- Constantly re-assess the value for money solution.
- Assess the fit with overall MSP programme or organisation strategy.
- Ensure the right people are being involved.
- Check acceptable solution(s) is being delivered.
- Review programme/project progress to check it remains viable.
- Review programme/project scope to check it's not creeping upwards unnoticed.
- Ensure Internal & External communications are efficient and effective.
- Assure the boards that best practice MSP programme/PRINCE2 project standards are being used.
- Ensure any legislative constraints being observed.
- Check the needs of specialist interests, for example is security being observed.
- Assess adherence to quality assurance standards.
